Add the right answer to the twin's Knowledge and resolve the review
Writes a markdown note (# <question> + the answer) into the twin’s vault, in the
“Answers from review” collection (created when the caller also has files.edit, else the
vault root), queues it for indexing, and resolves the review with
resolution.action:'knowledge'. Requires histories.list and files.add on the
review’s twin. The heading is question (the console always sends the admin-edited
question); without it, the person’s own message is used.
